Manual addons aren't reliant upon being online for them to work. vpk installed to the addons folder that's made correctly will stay there unless you delete it yourself. This is effectively a "manual install", and pretty much any.
I'd recommend doing two other things as well, unsubscribing from the mods so that when you come back online, the game doesn't download duplicate mods to the workshop folder, and favoriting those mods so you can check if they've been updated. If you want to play with the mods offline, move all of your files from the workshop folder (Steam/steamapps/common/left 4 dead 2/left4dead2/addons/workshop) into the addons folder.
If it can't, the operating procedure seems to be to dump the workshop folder's contents. The game has to check for subscribed addons and any updates.
